Germany's cabinet approved the government's 2027 budget proposal on 6 July. Total spending is put at €555.5bn, up from €525.5bn this year. About €109.7bn goes to the defence ministry, nearly a third more than this year, and about €11.6bn is earmarked for Ukraine. Net new borrowing in the core budget is €118.7bn against €98bn planned for this year; adding the special funds for infrastructure, climate and the armed forces takes total new borrowing above €200bn. Planned federal investment is €117.5bn, with infrastructure-fund money aimed at bridges, roads and rail.
Why it matters for listed companies
The federal budget is a direct order source for listed defence contractors and for builders, rail suppliers and construction-materials makers that work on German roads, bridges and track. The borrowing side matters to banks and insurers as large holders of German government bonds, since more than €200bn of new federal debt in one year adds to supply. The draft still has to pass parliament, and the report notes strong criticism of the borrowing, so the figures are plans rather than signed contracts.

The move in French debt matters most to banks and insurers that hold it and to French companies whose borrowing costs follow the sovereign; it reverses part of the sell-off that took the CAC 40 to a six-month low on…
