The Environmental Protection Agency on September 14 finalised a rule repealing most of the greenhouse-gas emission standards for fossil fuel-fired electric generating units that were adopted in 2024. The repeal takes effect on November 16, 2026. At the same time the agency issued a proposed rule that would rescind all remaining greenhouse-gas standards for fossil fuel-fired power plants under Section 111 of the Clean Air Act.
Why it matters for listed companies
The 2024 standards would have required owners of coal plants and new gas plants to fit carbon controls or retire units. Removing them changes capital plans at listed utilities and independent power producers with coal and gas fleets, lowers a compliance cost for coal and gas suppliers' customers, and takes away a source of demand for carbon-capture equipment and services. Rules of this kind are usually challenged in court, so plant owners planning decades ahead still face legal uncertainty over which standard applies.
